UCONN 2000

The University of Connecticut is renewing, rebuilding and enhancing its campuses through a $2.3 billion, 20-year state investment in the University’s infrastructure. The program, known as UConn 2000, is also enhancing our academic and research activities on all of our campuses, including the UConn Health Center in Farmington. CT General Statutes and the UCONN 2000 Legislation provide for the following delivery methods for the procurement of construction services at the University of Connecticut.

  1. General Contractor (Design/Bid/Build):  The use of this delivery method is available for construction projects (renovations, alterations, repairs, new construction, etc.) where design has been completed and bids are solicited based on completed construction documents, specifications and a defined scope of work.  Through a competitive solicitation a General Contractor is hired to construct the project for a fixed price based on competitive lump sum bids.
  2. Construction Manager at Risk:  The use of this delivery method is available for construction projects (renovations, alterations, repairs, new construction, etc.) with a large construction estimate, complex scope, complex project requirements and / or a schedule critical project.  The CM at Risk delivery method is desirable when the University requires the CM to provide Preconstruction Services.

Construction Prequalification Requirements

There are two types of prequalification. The first is prequalification by the Department of Administrative Services (DAS), as set forth in C.G.S. Section 4a-100. The second is prequalification by the University of Connecticut, as set forth in C.G.S. Section 10a-109(c)(2)(A). Connecticut General Statute §4a-100 requires that any contractor (or subcontractor as of October 1, 2007) who wants to bid on a state funded contract or perform work pursuant to a contract for the construction, reconstruction, alteration, remodeling, repair or demolition of any public building or any other public work by the state or a municipality except a public highway or bridge project or any other construction project administered by the Department of Transportation which is estimated to cost more than $500,000 must be prequalified through the Department of Administrative Services.  For projects estimated to cost more than $500,000, the University performs an additional Prequalification where Applicants must meet the following requirements:

  1. Applicant has been prequalified pursuant to C.G.S. Section 4a-100.
  2. Applicant has shown itself able to post surety bonds required by such contract.
  3. Applicant has demonstrated that it possesses the financial, managerial and technical ability and the integrity necessary, and without conflict of interest, for faithful and efficient performance of the work provided for therein.
  4. Applicant is responsible and qualified based on its experience with projects similiar to that for which the bid or proposal is to be submitted.
